Sir David, with all this rapid growth
and the coming apparently increased development in housing, and
considering the difficulties of quality of construction work in the
past, what measures you have to take, and how are you going to
be able to effect control of quality of the buildings in the future,

I think those measures are already
being taken myself. That the building blocks that we were dealing
with now, high rencing this accelerating decay were all built during
the period when we hadn't this unified effort in the housing field
when we hadn't a Housing Authority, and when we hadn't a Housing Authority with the number of committees with specific responsibility
for the various aspects of the housing programme. Now the Building Committee of the Housing Authority is a very strong Committee of both officials and unofficials, members of the public, representing a very wide variety of interests, both from the residents of the
estates, people who can speak for the people, speak for the residents,
and also people who have a high degree of professional skill in
planning and in engineering and architecture. And I feel quite sure that with this experience available to the Building Committee, of the Authority, that it can cope very well with the question of quality control of its buildings, and the improvement in quality of the realibe environment of the estates. So quality in both respects/ And we
have seen this, I think, the quality of our housing estates has developed quite remarkably over the past few years. So I feel very confident that the Housing Authority and its various committees responsible for activities in various parts of the housing programme is very capable of safe-guarding the public interest.

measures the Government is going to take in the coming year, to prepare itself for the 1987 review of the representative government, and just how much consultation there will be with China
