LEGCO has formed a couple of

select committees, one of them extremely important, that on the problems of dealing with commercial crime. And it has been announced that another two issues of major importance to the community, of major concern to everyone in Hong Kong, the question of how to deal with the menace of the triads and gang activities in Hong Kong, and the problems of pornography and the concern that the parents of Hong Kong feel in this issue. So these are two quite important social problems which are to be referred to the Legislative Council.

initiative, is also taking interest in the housing questions which have arisen recently, and will take an interest in the Broadcasting Review.

So far as development is concerned,

the development of the infrastructure, and the infrastructure is extremely important to our economic prosperity. The cross-harbour tunnel announcement is a very major part of the development of the infrastructure which is so vital to our economy, and I don't think the full extent of the significance of the development of that second harbour tunnel crossing has yet been realised by the community: That it will in fact, create two nodes for development at either end of the new tunnel in the eastern part of Hong Kong Island and the eastern part of Kowloon; that it will provide a circle-system so that you can travel on the mass transit railway round Hong Kong in a circle.. and furthermore, that with the development of new tunnel under the Lion Rock range of hills to Shatin, it will provide a direct link from eastern Hong Kong, under the harbour, through eastern Kowloon, and under Tate's Cairn into Shatin, so that it will provide a by-pass
