Brief discussion with Deputy Chief Secretary, Alan Scott:

Mainly focussed on HKG thoughts for 1987 Review, as covered in

papers due for submission to EXCO 21 or 28 January. Scott

envisaged a submission on detailed proposals for 1987 Review

around December 1986, followed by Green Paper May 1987; the

latter would be a "genuine consultative document", ie without

specific options ог proposals; its content would (of course)

largely depend on where we felt we (and the Chinese) then

stood on the Basic Law.

The other main development in 1986 would of course be the

URBCO/REGCO elections in March. The former might cause some

problems in that District Board members were beginning

press for REGCO-type arrangements (ie inclusion of District Board Chairmen оп URBCO) while URBCO members preferred (of

course) the current system whereby they also sat on

on District

Boards. Only solution for now: see how the debate develops.
