should not deviate from the ultimate course (of reunification

with the motherland)".

Therefore, the people of Hong Kong will have to

come forward with their own proposals on the shape of the

political structure to be incorporated in the draft Basic

Law, which can be acceptable to the National People's

Congress.

I would like to put to you briefly today my own

views on what the progression towards the future SAR

Government structure should be like.

I believe that the best approach should be to keep

the present Legislative and Executive Councils structure

intact as they have stood the test of time in making Hong

Kong the thriving and internationally-acclaimed city that it

is today.

Inevitably, the colonial system of all appointments

being made at the Governor's discretion should be

progressively replaced by an elective and consultative system

suitable to the Hong Kong situation and in keeping with the

spirit of the Joint Declaration.

May I now put forward certain specific suggestions

for political change to evolve during the crucial few years

ahead.
