Committee, and indeed the public at large, on the future

Basic Law to ensure Hong Kong's continued life-style and

systems, stability and prosperity after 1997 under the

"One Country Two Systems" and the "Hong Kong People

Governing Hong Kong" concepts. As the drafting of the

Basic Law is expected to to be more or less completed by

1990, the views of Hong Kong people will again be

crucial.

From the point of view of Hong Kong's 5.5 million

people, a key factor which has emerged from Mr. Ji's visit

and which will engage the attention of both the British and

Chinese Governments in the next few years, has to do with

building a "Hong Kong People Governing Hong Kong" type of

political structure which will stand the test of time in

preserving stability and prosperity and above all

confidence - before and after sovereignty is handed over to

China in 1997.

Therefore between now and the middle of 1987,

when the next review on progress on representative

government will be published, Hong Kong people, whether as

individuals or as organizations, will have to publicly

express their views on the subject.

Doing just so happens to be one of my 1986 New

Year's Resolutions and that is why I am giving you today what

are strictly my own personal views.
