POINTS TO MAKE

Ningbo Steelworks Project

1. An important project in which HMG is taking a close interest. Sir Y K Pao discussed with Mr Channon on 10 September.

Note negotiations between UK companies and Chinese continuing in Peking. Hope these will be successful, agreement obviously some way

off.

HMG will support British companies within means available. principle ECGD support could be available.

Aid support for the project raises serious difficulties because of size in relation to aid resources. Soft loan facility completely

allocated in principle to specific projects (not including Ningbo)

by Governement to Government agreement.

State Visit to China: Return Banquet

5. (If raised) Space very limited. Those invited have direct role in State Visit Royal Household, Host's party, Provincial Governors, Civic Leaders plus Commonwealth Ambassadors.

Sino-British Friendship Scholarship Scheme

Very valuable scheme will double the number of Chinese students benefiting from UK training programme while maintaining quality. Evidence of friendship between China, Hong Kong and UK. Looking forward to implementation for 1987/88 academic year.
