During Sir Y K's last round of calls on Ministers in June, he raised the question of when and how a Hong Kong "Chief Executive" might be added to the existing Hong Kong
system

Secretary of State is aware, we are now examining in detail how a Chief Executive could be introduced, under a British
Governor, in the early 1990s. Sir Y K is of course unaware either of the detailed thought that we are now giving to this issue, or of our plan (in the light of the Governor's recent discussions in Peking) to propose introducing this question into our dialogue with the Chinese.
