Your manuscript note of today's date on Mr Powell's letter of 13 October asked for a draft telegram to Peking on Sir Y K Pao's suggestion about annual high level meetings between British and Chinese Ministers; and a draft Private Secretary letter to PS/Mr Walden to ask if he might be able to attend the inauguration of Ningbo University. I submit a draft telegram, a draft PS letter, and also a further draft telegram about Ningbo University. You may also wish to know that Sir Y K Pao is calling on Mr Channon today at 5.30 pm to continue the discussion on the Ningbo steelworks.
