Sir Y K Pao
You will remember the various points raised by Sir Y K Pao with the Secretary of State when he met him briefly at Hong Kong airport on the way to Peking. I should record some further discussions which took place in the margins of the State Visit.
Regular High Level Meetings
As suggested in your telegram, the Secretary of State spoke to Wu Xuegian while on tour in the Provinces. He said that he thought there had been some misunderstanding in Sir Y K Pao's mind. The Prime Minister had not suggested annual meetings at Prime Ministerial level, though we much valued frequent ministerial contact, especially between himself and Wu. We thought there could be logistic difficulties in an annual summit, and preferred to plan a programme of meetings between Ministers on an ad hoc basis. He referred briefly to the possibility of some Ditchley-type meetings.
Wu was quite happy with his. He said he had himself wondered whether Sir Y K Pao had really got it right.
I had some further discussion with Jiang Enzhu about this. Jiang said that a proposal for regular summits would cause the Chinese as much logistical difficulties as it would ourselves. They were entirely content to continue to plan meetings ad hoc.
Ningbo University Inauguration: George Walden
The Secretary of State also mentioned to Wu Sir Y K Pao's proposal that a junior British Minister might attend the inauguration of Ningbo University, and our suggestion that it might be George Walden. Wu was unbriefed. I subsequently spoke again to Jiang Enzhu and gave him the details of what Sir Y K Pao had told us. He said that the MFA knew nothing about the matter, but would investigate urgently. I said that, provided it was logistically possible, we would be ready to respond to Sir Y K's invitation, but this of course presupposed that the Chinese found such a visit convenient. Jiang agreed to let us know through the Embassy.
