We hope to receive at least prelimina ry comments from the
Chinese at the March JLG and would then propose expert discussions
to take matters further. In view of the responsibility of the Secretary of State for Transport for the satisfactory operation of
all British registers of shipping, it is likely that DTp officials
will wish to participate with Hong Kong Goverment officials in
these expert discussions. The experts' conclusions would then be considered in a subsequent JLG meeting.
