I had lunch with Sir Y.K. Pao yesterday.
The other guest was Xu Jia-tun.

Sir Y.K. expressed concern, and so did Xu, about the pay claim dispute in the Civil Service. Xu had a better grasp of the politics of this dispute and the role and motives of Wong Wai-hung and, behind the scenes, now Lau Chin-shek. Typically, Sir Y.K. thought that it could all be settled by talk and
compromise.

There was the usual, and rather lengthy, harangue, from Sir Y.K. about the need to go slow with change, but the conversation revealed a complete lack of knowledge and understanding on the part of Sir Y. K. of the role of the Legislative Council and indeed, the need for a Legislative Council. The picture of Hong Kong being run by a Committee of "Y.K.Pao's" began to emerge as the way he would deal with the situation. I found this depressing, but not perhaps unexpected. Depressing because of his responsibility in respect of the Basic Law and his friendship and, possibly, influence with Xu and others. Inevitably, Martin Lee's name
came up. Xu had been at a dinner the previous night (given by Simon Keswick) who too had "sounded off" about democracy and direct elections. Martin Lee was also present. Keswick had asked Xu who would be the next Governor. Xu had said
he had no idea. Thereby implying, so he thought,
that it would not be Martin Lee!
