2. It is important that the informal dialogue we have begun with the Chinese about representative government should be a two-way affair. We need to know as much as possible, and as early as possible, about how Chinese thinking is developing,

(Defensive) Hong Kong Government fully conscious of need
to avoid any threat to stability in connection with future
constitutional development.
As I assured Premier Zhao
Ziyang last October, we have been moving very cautiously for that reason. These moves entirely consistent with principle of Hong Kong people governing Hong Kong and with Annex 1 of Agreement.

(Defensive) HMG and Hong Kong Government committed to a proper review in 1987, but have no preconceived plan for what should emerge from that review.
