Thank you for your message informing me of your intention to invest in Dragonair. I am pleased to see that the Civil

Aviation industry in Hong Kong is continuing to expand. I

understand that Dragonair has already obtained an airline operators certificate and has mounted a number of charter

services to Malaysia and Korea, a good start for a new airline.

As I am sure you know, although the ultimate responsibility

for civil aviation matters in Hong Kong lies with HMG, matters

other than international negotiation of traffic rights for

scheduled services are in practice dealt with by the relevant

aeronautical authorities in Hong Kong and the Hong Kong Govern-

ment. I am, however, grateful to you for telling me of your

plans. We shall follow the development of the civil aviation industry in Hong Kong with interest.
