preempt the Basic Law as they fear; and that our intention is to maintain a dialogue with them

as the likely outcome of the 1987 review emerges in order to

ensure as far as possible that this "converges" with the plans

that they a re Пow formulating in their draft Basic Law. The Chinese have been somewhat reassured by this dialogue, but some

of them rema in suspicious of Our long te m intentions on constitutional development. It may well be that Sir Y K seeks

to raise these continuing Chinese concerns with the Prime Minister

(he did so with senior FCO officials here a year ago).

Joint Liaison Group

7. First meeting of the Joint Liaison Group (JLG) took place in London in July 1985; second meeting in Peking in November 1985

and third meeting in Hong Kong 11-14 March 1986.

One of the main topics discussed in JLG has been Hong Kong's

continued participation in the GATT.
