needed to monitor the operation of the scheme and ensure that this is in accordance with the wishes of the signatories. This would best be done by means of a Commission, which could meet at least annually and probably twice yearly. Each party would nominate two representatives to serve on it. On the UK side, we envisage that one representative would probably be a government official, the other a senior academic.

It would be for consideration by Sir Y K Pao and the other private sector contributors whether a separate Trust Fund would also need to be established specifically to manage and control the private sector contributions to the scheme. If so, this could be located either in Hong Kong or Britain. If Britain were preferred, the British Government would be pleased to advise on the requirements under British law. The trustees appointed under such a Trust Fund might naturally select the Hong Kong representation to the Commission.
Fields and Level of Study

Specific areas of study would be agreed by the three parties. In general, scholarships would be available in a wide range of economic, social and technical subjects consistent with the priorities of the Chinese civil modernisation programme. Scholarships would normally be for postgraduate study and research but could also be offered for industrial training.
Duration and Number of Scholarships

Scholarships could last for any period from three months to three years. The scheme could provide at least three hundred one-year awards annually, but the number of new awards each year would be correspondingly reduced if two-year or longer scholarships were provided (and, conversely, increased in proportion to the number of scholarships of less than one year available).
Selection
9. Candidates should be selected on the basis of aptitude and with the intention that on their return to China the knowledge and expertise acquired in Britain should be fully utilised from positions of responsibility to the maximum benefit of Chinese modernisation. Candidates should normally be under the age of 35 years at the time the scholarship begins. The Cultural Section of the British Embassy in Peking would be responsible for receiving, checking and forwarding nominations for individual scholarships. All awards would be subject to satisfactory medical reports.
