Sir Y K also took me aside after the signature of the scholarships agreement at No 10 this afternoon, and again raised the deputy governor point. I said that we certainly sought continuity in 1997, which implied that thought should be given before then to who should be Chief Executive after 1997. I asked what timescale the Chinese were thinking in. He said maybe in one or two years time. He said it would of course have to be a neutral person, and he would have to be chosen jointly by Britain and China. It was fairly clear to me that he had himself in mind. He told me that he was thinking of raising the same point wih the Prime Minister tomorrow.
