CONSIDERING A RESPONSE BUT IS LIKELY TO MAINTAIN HIS VIEW THAT
DAL'S PROPOSED OPERATION WOULD BE TANTAMOUNT TO A SCHEDULED
SERVICE BUT WITHOUT FIRST OR BUSINESS CLASSES, AND THAT SCHEDULED
OPERATORS ARE WELL ABLE TO MEET DEMAND.
