RELEASE OF RECORDS

1. In the Wong Hon case (Hong Kong Law Reports 1959, p. 601) the Attorney General of Hong Kong argued before the Hong Kong Court that under the Convention a temporary and limited jurisdiction was conceded to the Chinese officials then stationed within the Walled City.

2. A possible line to take if questioned about that case and the 1948 opinion might be that they illustrate how Law Officers of England and Wales and Law Officers of Hong Kong can reach different opinions on the same legal question, adding that the question is now only of historical interest in view of paragraph 4 of the Joint Declaration.

3. However, before agreeing any line to take I think it would be a wise precaution to find out who said what in the Chan Hing
