A further suggestion offered by a member of the Executive Council was that, since this is a matter of state and not one for the domestic courts, legislation should be provided accordingly. He said it might be appropriate that such legislation should not be local legislation but rather that it should be enacted by a Royal Order in Council prior to the case being brought before any court. This would remove all possibilities of the jurisdiction issued being argued in the local courts and would greatly reduce the likelihood of demonstrations etc. as the hearings proceeded.
