MURDER IN THE “KOWLOON WALLED CITY" AREA
My Intel No. 64.
Chan Hing was convicted of murder and sentenced to death. His appeal was dismissed. The question of jurisdiction was not raised either at his trial or when his appeal was heard.
A second murder was committed in the area on June 18 and one Chan Yuen has been charged with it. It is considered unlikely that the question of jurisdiction will be raised at his trial. If it is (whether in this or any subsequent case) you should be guided by paragraph 6 of my Intel under reference.
