HONG KONG: RELEASE OF SENSITIVE DOCUMENTS

Sir John Lambert has shown me a copy of your draft guidelines on Hong Kong, which is based on the list of topics given in Tony Galsworthy's letter of 9 May to John Boyd.

We would like to propose the following amendments to the draft:

(a) omit the third sentence of the first paragraph;

(b) omit "3. Role of the garrison for internal security purposes from the second paragraph (Defence). Papers on Categories 1, 2 and 4 should be referred to the department rather than witheld automatically.

(c) omit "3. Kowloon Walled City" from the third paragraph (sovereignty). Given our authorisation of the release of papers on this subject (Tony Galsworthy's minute of 15 March to Miss Hanson) I can see no need to include this in a stop list any

more.

(d) omit "Papers concerning land policy or titles" from the fourth paragraph (Internal Administration).

(e)

While we are anxious that you should consult us freely we do not want to be submerged in paper. We will leave it to your discretion as to when it is necessary to consult the Department.
