1. Sir John Lambert discussed your draft guidelines on Hong Kong
with Jonathan Powell of this Department on 24 June. I attach. 8
revised draft of these guidelines, which I hope make clearer. While the Department does not wish to be swamped with
paper, it is important that we err on the side of caution during this extremely sensitive period. If you have any further questions about the guidelines I should be happy to discuss them.
