For your meeting with the Governor on 15 August, and further to his letter to the Chief Clerk of 1 March, you may wish to inform him that:

(a) Mr Purves of the Hong Kong Government Administrative Services and Information Branch had a useful meeting with Miss Blayney of LRD and ourselves on 30 July, when the twin problems of our reviews of UK records prior to public release, and the future of sensitive records in Hong Kong, were discussed in detail. Miss Blayney will visit Hong Kong later this year.

(b) I have discussed with LRD the specific question of UK storage

of the South China Mowing Post (SCMP) for historical purposes. LRD confirm that they keep copies for only two years; However, the British Library's Reference Division has a collection going back to 1903. Those between 1950 and 1982 have been microfilmed (for a variety of reasons) and the 1983 and 1984 ones are in the process of being so. However, from 1985 both a microfilmed and a "hard copy" version of the SAMP will be kept

2. The arrangements at (b) seem satisfactory to me (particularly the move to keep a "hard copy" as well, since microfilming of newspapers is, I suspect, unlikely to produce very satisfactory results).
