Enclosed, as you requested, is a copy of a draft White Paper setting out the Government's proposals for legislation to provide the police and courts with new powers for tracing, freezing and confiscating the proceeds of drug trafficking. It is anticipated that a Bill will be introduced early in the new session of Parliament.
I should point out that the proposals may be subject to a good deal of refinement before the Bill is introduced, and also that it has yet to be decided whether a White Paper will be published in advance of the Bill. Accordingly we should be grateful if the enclosed document was not made public, although the proposals themselves were outlined at the Conservative Party Conference and are no longer confidential.
