Nevertheless, the possibility for us to disseminate ICAC messages still exists as long as the Bureau's interest in us hasn't completely died down. This is obviously proved from the recent visit paid by Mr. MO and Mr. YANG to SVO on 24.10.85, who are the staff members of the Jureau and delegates of a group led by Mr. CHE to visit H.K.

As the link with the Bureau has been developed by now, to facilitate further liaison I suggest that all possible contacts with the Bureau in future be held in a low key manner until the apprehension was alleviated. We can even take initiative to invite them, either formally or informally, to organize planned visits to the Commission so that a more thorough arrangement can be made in advance.
