They also commented that despite the fact that law enforcement officers in China were given wide powers, they were often unable to exercise their powers effectively because of interference ey members of the senior cadre . They were quite impressed by the nong kung system whereby the ICAC were empowered to investigate into All complaints including those directed against senior civil servants and that ICAC's powers were not subject to any undue influence from any quarters. The lecture was attended by 50 factory directors and managers and a few research students of the University. The course Temoers were mostly aged between 45 and 55 and some of them were of very nign rank. The most senior member was on FRC pay scale 11 (The FRC pay scale has 45 points. Deng Xiac-ping is oint four to five. tung was formerly on point one and now nobody was ch this point. vast majority of the old senior cadre on point eight to nine.).

The course mencers were interested in the lecture. took notes throughout and freely asked questions on areas they wished to know more about. They appeared very interested in the dong Kong system whereby the legislative, executive and judiciary powers were distinctly separate from each other. Further ICAC Lecture

The University has extended another invitation to the Commission for Mr. Tong and Miss "ong to give a similar lecture to another group of factory directors and Linagers from Yunnan at the University on 25.11.55.

Invitation to Visit ICAC

As Professor Zheng Tianlun and other University staff would probably be visiting Hong Kong in late November, an invitation was extended to them to visit ICAC.
