In our exchange of letters dated 18 October, we referred to the Shenzhen University's invitation to the ICAC to talk to factory managers at a management seminar at the University on 26 October.

This took place successfully, and you will be interested in the attached report (A) submitted by the two ICAC Community Relations Department officers concerned who did well.

The visit has resulted in a useful link being established with Shenzhen University; and with the prospect of a second visit on 23 November, and future visits from Chinese officials to the ICAC, the liaison outlook is promising.

On the same day as the University visit (26 October) another of our liaison staff visited the Admini- strative Bureau of Shekou District (Report B). This showed that the "Shekou initiative" is still open to us, with careful handling.

What I should like to see China aiming at in this important experimental E.Z. is an imaginative, open and forceful attack on corruption preferably on ICAC lines, although that might be expecting too much. If their efforts were successful, it would also disprove the idea that the capitalist road leads to corruption, etc. It would also make things easier for Hong Kong, and the ICAC, in the long run. But we shall have to go at their pace.
