The papers you asked for are I fear substantial, since late 1973 was exactly the time of the publication of the second Blair-Kerr report on corruption in Hong Kong, the establishment of the Independent Commission Against Corruption, and the attempt to extradite Chief Supt Godber from UK to Hong Kong. Correspondence on Section 12 of the Ordinance in question arose from the Blair-Kerr report, and is hidden away in parts D-G of HKK 14/17 attached.

The folios I would specifically refer you to are (198), (204), (233), (241) (the Report itself), (243), (248), (252) and (334): whereafter, from one scanning, the specific discussion seems to me to peter out.

As an afterthought, I am assuming Hong Kong have given us the right reference: the correspondence is, however, less than "spirited" on this issue, I would say!
