the past year.
The flow of suitable recruits into the service has
been good while the annual wastage rate has remained at a very low
level of 4 per cent.

The Public Service Commission has advised that if possible
all of the recruits should be local, and that the recruitment of any
particularly suitable expatriate applicants on agreement terms should
be subject to a demand for such individuals being established. The
results of the first written examination are awaited and a second test
is scheduled for 19 March 1985. An Administrative Officer Selection
Board, comprising six members from the Administrative Service, has been
formed and will commence work on 21 March 1985.
Size of the Civil Service

Continuing efforts are being made to restrain the growth
of the civil service the strength of which at 1 January 1985 stood
at 172,212 representing a 1.3% increase since the beginning of the
current financial year. It is anticipated that the net increase in
posts this year will be less than 4,000 almost all of which will be
created to provide additional services to the community in the medical
field and in the disciplined services.
Staff Performance Appraisal
1.
The new staff performance appraisal system which was
introduced on a experimental basis in 1984 is being evaluated and an
interim assessment of the system will be completed in September 1985.
Manpower Planning and Localisation
8.
With few exceptions the local supply situation in all grades continues to improve and the Civil Service Branch continues.
