8. The Chinese will presumably note the new requirements

in the next advertisements for Administrative Service

appointments. They are unlikely to question the change,

and I see no need for US to raise the matter in Peking

unless they refer to it. Peking would then be instructed

to explain that the criteria for appointment to the

Administrative Service have been changed to reflect the

requirements of Sections NV and XIV of Annex I to the Joint

Declaration.
