HONG KONG: LETTER FROM ASSOCIATION OF EXPATRIATE CIVIL SERVANTS

PROBLEM

1.

The Association of Expatriate Civil Servants (AECS) has sent a circular letter to members of the Hong Kong Parliamentary Group expressing the views of their members on the agreement.

Ivan Lawrence MP has sent his copy to Mr Luce for his comments. Mr Lawrence is in effect the spokesman in the Commons for the Overseas Civil Servants' Associations.

2. I recommend that Mr Luce should reply on the lines of the attached draft.

BACKGROUND

3. Mr Luce has already received several other copies of the AECS letter from MPs. The proposed reply to Mr Lawrence is identical to those already sent.
