been a particularly difficult camp to run, mainly because the rate of resettlement from the camp has been very low. All the refugees in the camp are ethnic Vietnamese from South Vietnam, usually of rural and poor educational background, and many of their cases have been looked at by at least one resettlement country and rejected. The birth rate at the camp has been higher than at other camps, partly because of the refugees' background and partly because of the reluctance of CARITAS, the Catholic voluntary agency who were running the camp, to implement a proper birth control programme there. Miss Dew may like to know that CARITAS have now been replaced by another voluntary agency, the International Rescue Committee.

Since December 1984, UNHCR has also been conducting a special campaign to increase resettlement from Jubilee, with the aim of substantially reducing the camp population. This has had some success, but the population still stands at 2,200.

As I have already said, we are urgently trying to find resettlement places for all the refugees who are currently in Hong Kong. The sooner they are able to leave the territory, the better pleased we shall be.
