You wrote to me on 14 May in reply to a letter which I sent to you from Mrs Susan Farrell of 18 Ridge Crescent, Marple, Stockport, about the problem of the 11,200 Vietnamese refugees who are currently in camps in Hong Kong awaiting resettlement.

In the fourth paragraph of your letter you referred to SCORRI's recommendations and you said that you would be giving your

I under- response to the House of Commons as soon as possible. stand that this has not so far happened. Can you let me know how you see the situation? Is it your intention to make provision for a further 500/1,000 Vietnamese? If so, will you encourage a policy of dispersal, or will you enable the families concerned to join other Vietnamese refugee families who are already here?

I should perhaps explain that during a recent meeting in my Constituency with a group of Vietnamese refugees, the Regional Officer of the Ockenden Venture made very strong representations to me (with which I have a great deal of sympathy) to the effect that dispersal creates more problems than it solves. SCORRI concurs. It is clear to me from the enquiries which I have made that one of the reasons why some of the Vietnamese refugees in Stockport are experiencing very real difficulties in obtaining sufficient English language tuition is simply because there are not enough of them to trigger the receipt locally of adequate funds!
