The large numbers of resettlement opportunities in third countries will not be available indefinitely. Yet we seem frozen, for a variety of reasons, into sustaining an

on-going third country resettlement program, even though the character of the flow has changed. If the United States and the international community are to escape the treadmill we are on, we will need some high- level diplomatic activity to seek other solutions. The problem of Indochinese refugees and migrants calls out for new efforts and new initiatives, including dealing with the root causes behind the flow.
