MR RAISON'S INTERVIEW WITH 'REFUGEES' MAGAZINE: 27 JUNE 1985

1. As requested I attach briefing for Mr Raison on Vietnamese refugees in Hong Kong.

2. By way of background, I attach copies of (i) a brief which we prepared last week for a call on Mr O'Neill (AUSS, FOO) by Mr Volfing, Director of UNHCR's External Affairs Division, and (ii) the speeches made at the most recent Adjournment Debate on Vietnamese refugees. Mr Ashdown's opening speech is a good example of the type of criticism we currently face on this issue; and Mr Luce's reply gives the Government line on the main points raised.
