Mr. Hartling, despite the concern about Britain taking an initiative, isn't the main problem the policy in the United States, given that it is the biggest resettlement destination and the alleged leader of the free world. Isn't

there something. Your staff uses the words 'compassion fatigue' I'm not sure if that is being too kind and I am wondering if you see any hope for a change in the cutting of the resettlement quotas perhaps after 1988?

MR. HARTLING:

First of all, I don't think my staff would say 'compassion fatigue'; that is something which is said to us. But okay, that is part of the jargon now. The United States has taken normally 50% all over the world and they have done an extremely good job, very remarkably, and they are still doing that. They still have a quota for resettlement in addition to their immigration quotas and other quotas, and you say why shouldn't we especially talk about them? For two reasons I would say that we should talk with them first, they are the biggest resettlement country that is true but still it

is only 50% and others should do the rest.

Secondly, an argument you always will meet in Washington is burden-sharing. "Other people must do something, then we

are prepared to do something", and that is why I think that an initiative might inspire them to do more, but if they are left alone with it then they will do less.
