REFUGEES FROM INDO-CHINA; DRAFT BACKGROUND BRIEF

1 You may wish to consider delaying the issuing of this brief until HMG has responded to the SCORRI report. The response is due next month and we are hoping that it will be a positive one, ie that it will meet some of the Sub-Committee's recommendations, eg on relaxing family reunion criteria for Vietnamese refugees in camps in countries of temporary asylum including Hong Kong. This could be reflected in the paper, which we could then use more effectively in our diplomatic campaign to persuade other resettlement countries to take more refugees from Hong Kong.

2 Mr Hartland-Swann would like to see the final draft when this is available.
