I attach a brief summary of where we now stand, and where action lies, on the SCORRI recommendations that affect us. I think that we need to have at least initial thoughts on recommendations 5(i) and (ii) ready for whatever the Home Office produces on UK intake. Time thereafter will inevitably be short. However, I do not think we can commit UNHCR on what they might do until we know what we ourselves have to offer: to do so would certainly mislead them into thinking we can offer more than may ultimately prove to be

the case.

I therefore suggest we send the attached draft telegram to UKMis Geneva and Hong Kong to seek their views. I have discussed with SEAD, who concur in this approach.
