It was the Swedes who received a reaction, the Soviets saying that the people rescued had been taken back to Vietnam in accordance with their own wishes. UNHCR then wrote to the Soviet Mission here thanking the ship's master for the rescue but pointing out that, in the Office's view, these people were refugees and should not have been returned. They have also contacted the Vietnamese in order to discover whether there has been any mistreatment accorded to the thirty-seven on thėir return.

Feldmann does not expect to receive satisfactory answers from either the Soviets or the Vietnamese but he assured me that UNHCR would pursue the question during their talks with a Vietnamese Delegation which is expected once again to undertake its annual visit to Geneva in September or October.
