Thank you for sending me a copy of your letter of 8 May

to Clinton.

Your letter crossed with mine of 7 May to Clinton, copied to you. I think that Cooper is correct in what he saw and heard, but I do not think that he saw and heard everything.

However, as I explained in my letter of 7 May, Caritas has urged the UNHCR to find a replacement and negotiations are continuing with IRC. Caritas has agreed to stay on until October, which, IRC advises, is the earliest date when it can begin.

I do not think that the Americans could be persuaded to withdraw, particularly since there is some guilt about what they feel they have done. They are continuing to press for a replacement, which, we hope, can be in place within six months.

As regards Kai Tak, the UNHCR has informed me that a meeting has been arranged with the Red Cross to find out if it will either change its mind or defer.
