22. We took the initiative in calling for the 1979 Conference on
Indo-Chinese refugees, hosted by UNHCR in Geneva. We were in a
position to do so as we were offering 10,000 resettlement places for
refugees in Hong Kong. Because we are unable to make a similar
gesture at this stage it would be inappropriate for us to call for
another conference. But if we felt that a further conference would
result in resettlement countries taking more refugees from Hong
Kong, it would be in our interests to support such a proposal.
