1. Most grateful to you for offering to come to London; very
interested to talk to you so soon after your visit to Hong Kong.
What were your impressions of the refugee situation there?

(GENERAL)
2. We are looking at recommendations very carefully and will reply
to Parliament as soon as possible. Reply will probably take form of
Government White Paper and will be presented by Home Secretary,
though some of content will be provided by FCO. No date set yet,
but probably by July.
RESETTLEMENT IN UK
3. Although UK's record good, recognise that record in recent years
less so.
Resettlement here a matter for the Home Office:
you will be able to discuss with Mr Waddington later this morning.
We are discussing urgently with them SCORRI's recommendations.
POSSIBILITY OF UNHCR ASSISTING IN PERSUADING OTHER RESETTLEMENT
COUNTRIES TO FOLLOW A UK LEAD
4. Gratefully accept your offer (assuming we are able to give
a lead). How would you propose to bring pressure to bear on other
countries? How do you rate chances of success? As well as
traditional resettlement countries (US, Canada, Australia) which
others would you consider approaching (eg EC?). How would you
advise us to proceed?

5. Was glad to read that when you visited Hong Kong you found
closed camp conditions encouraging and that you thought Hong Kong
authorities and voluntary agencies do a good job.
