VISIT TO UK BY MR VOLFING, DI RECTOR OF EXTERNAL AFFAIRS DIVISION UNHCR : 25 26 JUNE

1. I spoke on the phone this afternoon to Mr von Arnim, UNHCR representative in London about this visit, which he is arranging.

2.

He told me that the purpose of the visit is to discuss fund raising for UNHCR, and to explain UNHCR programmes and policies, and the political factors which have a bearing on them. His programme will include meetings with Mr Raison, Mr Renton, Mr O'Neill and Sir W Harding.

3. Mr Volfing apparently has no specific interest in Hong Kong. But the subject is bound to be raised at some point during his discussions. I will liaise with UND nearer the time to decide what briefing we will need to contribute.
