INFORMAL EXECUTIVE COMMITTEE (EXCOM) MEETING,
4 JUNE 1985
1. In his letter of 30 April (copy attached) Brian Adams (UKMIS Geneva) has notified us of UNHCR's intention to hold an informal EXCOM meeting on 4 June.
2. Informal EXCOM meetings have no agenda and UNHCR provide no documentation for the meetings. The UN High Commissioner traditionally opens the meeting with a general statement and lets us know a little in advance the main points on which he will speak. The tradition is for Ambassadors attending to speak about refugee concerns which have arisen since the last formal EXCOM (ie October 1984).
3. In his letter Mr Adams anticipates that the main theme will be Africa, and the situation in the Sudan in particular. He suggests other possible themes that we may wish to include in the UK statement.
4. I intend to send the post guidance by teleletter on 28 May and should be grateful if the recipients of this minute would provide by noon on 23 May:
(a) contributions on the points raised in Mr Adams' letter;
(b) contributions on other points we could usefully mention
(eg Afghan refugees?);
(c) defensive briefing on issues we would not wish to discuss but
which may nevertheless arise (eg refugees in Hong Kong).
5.
Mr McDowall, Home Office, will no doubt wish to provide on-the- spot briefing to the post on matters arising at the 28-31 May 'Consultation on Refugees in Europe' meeting as well as from the 'Irregular Arrivals of Asylum Seekers' meeting in April.
