BACKGROUND

Camps in Hong Kong

1.

There are at present about 12,000 Vietnamese refugees in

Hong Kong. This population is split almost equally between "open"

and "closed" camps.

2. When Vietnamese refugees began to arrive in Hong Kong they were

more freely in the terrory allocated in open camps which enabled them to enter the community and

to take employment. Since July 1982 all those who have arrived have

been confined to closed camps, subject to discipline and are not

allowed out to work.

3. The closed camps were established by the Hong Kong authorities to

discourage other Vietnamese coming to Hong Kong. Matters relating to

the operation of the camps and their maintenance are the province of

4. The British Refugee Council have long been concerned about the

situation in the closed camps. They have repeatedly urged us to take

from the camps those refugees with relatives in this country; some

580 individuals.
