1. Mr Hartling will be coming to London from Geneva on Wednesday 5
June specially for the purpose of meeting Mr Luce and Mr Waddington,
Minister of State at the Home Office, in order to discuss Hong
Kong's Vietnamese refugee problem. After the meetings, Mr Luce
would like to host a small lunch (probably 10-12 people) for Mr Hartling and his officials.

This is a visit to which we attach great importance (the problem
of Hong Kong's refugees has been highlighted recently by the publication of a report on the subject by the Home Affairs Sub-Committee on Race Relations and Immigration, to which we and the
Home Office will be required to reply in the next few weeks).
Hartling is in a key position, as head of one of the major UN
agencies. I should be grateful if you could seek the agreement of the Government Hospitality Fund to arrange and pay the cost of the
lunch.
