I have the honour to refer to the Notes on Indo-Chinese Refugees in South-East Asia which I shared with you in 1983 and again last year.

You may recall that I emphasized the need for continuing and even increased steps to be taken by the international community if the problem was not to become institutionalized.

What has been achieved to date is impressive. Some 1.1 million persons have arrived in countries in the area from the three countries of Indo-Ching in the last ten years. These persons have been regarded as being of concern to UNHCR and almost one million of them have benefited from one of the thres traditional ? rable solutions, mainly resettlement in third countries. An estimated US $750 million in international aid has been channelled through UNHCR for these persons, in addition to even larger amounts provided directly by countries of asylum and of resettlement.

The past year has seen a continued positive response in a number of areas. Some 33,000 Vietnamese were resettled from the region in the cours

84, and there was a net reduction of almost 19,000 Kampucheans as a rest!!

resettlement. International co-operation also enabled more persons to Jepart from Viet Nam under the Orderly Departure Programme in 1984 than in any previous year.

While the scale of this continuing international burden-sharing is without recent precedent, information available at this time makes it appear unlikely that proposed future quotas will be adequate to resolve the problem, particularly in the light of continuing influxes. Some 160,000 refugees remain in camps in South-East Asia, the majority of whom have been there for o number of years. They represent ar verall reduction of only some 8,500 persons, or 5.3% since he end of 1983.
