Mr Luce opened by asking the Deputy High Commissioner about the present position on the Thai/Cambodia border.

250,000 Khmer had

entered Thailand, some 60,000 near Khao-I-Dang. The Thais were concerned at this influx and wished to ensure that the latest

arrivals did not enter the resettlement schemes which were open to other refugees in Thailand. The UNHCR was keeping a watchful waiting brief. They were unsure what the new arrivals would require in the

future.

Vietnamese Refugees

2. Mr Luce said that Ambassador Douglas (US) had recently told him that the US expected a further difficult period in Vietnam, leading to a further exodus. Did UNHCR agree? Mr Smyser said that the conspiracy trials under way in the South might have increased tension but UNHCR had not seen any obvious increase in the outflow from Vietnam. The numbers leaving under the Orderly Departure Programme were still increasing (2,600 had left in February) but had not yet reached the heights foreseen by the Vietnamese Delegation in Geneva last October. A new offer of places from the US had enabled UNHCR to finalise the arrangements for RASRO and the scheme was about to begin. On repatriation, Mr Smyser said that, with the exception of
