Walzer informed the Committee that there will be a need to arrive at an arrangement with the Laotian authorities on the return of those who do not qualify for refugee status. Whether this will be done bi- laterally or whether UNHCR will be able to play a role in this is too early to say. UNHCR stands ready to help within its mandate. UNHCR expects that the modalities of the screening

of Laotian displaced persons will rest largely with the provincial authorities and UNHCR hopes to play an observer role as it does in many other countries. Mr Walzer reported that as an observer the UNHCR would be in a position to assist the Thai Government with regard to establishing criteria and procedures the Government plans to implement, 35 well as have a role in any review procedure.

response to a question on safety aspects in Khao I Dang, Mr Walzer reported that the basic responsibility for the safety of expatriate staff working in

I Dang rests with the camp administration and Thai authorities but expressed interest in contributing safety measures where possible.

Mr Morton reported there are now over 190,000 persons in evacuation areas inside Thailand. UNBRO and

Morton reported there has been a move of the Sann population in the past few days. The population had moved back towards Site B which is 5 kilometres away from the border but on 6 February 1985 the population had to move to another site known as Site D.

In the north, the population of Paet Um was moved by Thai authorities to Samrong Kiat and the population of Ban Charat is also moving to Samrong Kiat. population from Ban Baranae was also moved by the authorities to Green Hill.
