IMPLEMENTATION OF SHORT-TERM PROPOSAL

AN APPROACH TO SETTING UP A SPECIAL PILOT SHORT-STAY CENTRE
SHORT-TERM PROPOSAL
Ockenden proposes initially to make available one of its centres in Surrey as a base for a short stay centre for Vietnamese who are suffering from stress, depres- sion or indeed, manifesting any type of psychiatric disorder, so that it would be possible for them to interact with other Vietnamese and to have supportive care.

POSSIBLE LOCATION
Venture House and Venables, adjoining properties in Constitution Hill, Woking. However, the likelihood of spreading the accommodation across two properties and the effect this would have on staffing/supervision levels and the use of communal rooms would have to be investigated further. A larger single property which will allow for more economical use of staff and accommodation in what may prove to be a more acceptable planning location may need to be considered, although the possi- bility of the two properties, one providing more intensive care and support than the other, is the advantage of this initial proposal.

DESIGNATION OF PREMISES
The appropriate designation for premises for the purpose outlined above would seem to be a hostel/residential house for the mentally disordered. This could be an emotive issue from the planning authority point of view.
4. REQUIREMENTS
1.
An assessment of a proposed property by the registering authority (Surrey County Council, Social Services Department).
2. After an indication by that authority of the potential optimum number of patients - submission of an outline planning application to the local planning authority. Subsequent detailed requirements of the registering authority, fire officer, and environmental health officer of structural requirements, staffing/patient ratios etc. to be identified and costed.

PREPARATION OF A BUDGET

6. SOURCE OF INITIAL FUNDING
An application to the DHSS for the funding based on the costing outlined above under Section 64 of the Health and Public Health Services Act 1968 as suggested by the DHSS at a recent meeting with Ockenden representatives.
7. SOURCE OF LONGER-TERM FUNDING
An identification of an annual budget would set a basis for a per capita' charge to sponsoring health authorities/social service departments who are unable to meet the needs of Vietnamese patients residential in their areas. A registered property will meet the standards required by those sponsoring authorities and per capita charges can be agreed for general acceptance by the County Treasurer of the registering authorit 8. IMMEDIATE ACTION
(a) To decide on the location of the potentially most suitable property.
(b) Assessment of that property by the registering authority. (c) Submission of an outline planning application.
